Edgar Horace Woodman was educated at the Gilmanton and Boscawen, New Hampshire academies before attending Eastman's Business College in Poughkeepsie, New York, where he received a degree in accounting.

In 1868, while hunting in his native town of Gilmanton, he was shot by the accidental discharge of a gun, resulting in the amputation of his right arm. After the accident he worked briefly as a paymaster and assistant superintendent of construction for the Suncook Valley Railroad. He then turned to the legal profession and initially studied law in the offices of Minot, Tappan & Mugridge in Concord, New Hampshire before accepting the position of assistant treasurer of the Northern Railroad at Boston, Massachusetts. While working in Boston he availed himself of the opportunity to attend law lectures at Boston University and, in 1873, was admitted to the New Hampshire bar. He continued working for Northern Railroad until the year 1878 when he resigned to open a law practice in Concord.

In 1882 he was elected mayor of Concord, New Hampshire and was re-elected in 1884 to a second two year term. He was a member of the House of Representatives in 1879, and a member of the Constitutional Convention in 1889. At the time of his death he was president of the Mechanic's National Bank; treasurer of the Concord Gas-Light Company; treasurer of the Peterboro and Hillsboro Railroad; treasurer of the Franklin and Tilton Railroad; and director of the First National Bank of Concord.
