Frank R. Hartmann, Jr. was born in New York City on November 12, 1932 to Frank Joseph Hartmann, Sr. and Bertha Barbara (Andres). He was the second of four sons.  He spent his early childhood in New York where he went to vocational trade school for cooking and he trained at the Waldorf Astoria in New York and became a chef. He then joined the US Navy. In the early 1950's he moved to San Francisco and ran his own service station for four years. He then returned to New York until 1968. In 1968 he moved to Beaverton, Oregon and worked for Goodyear and then Stewart Warner Alemite. While still employed at Stewart Warner he cooked in the evenings and weekends at the Brown Derby Restaurant in Banks, Oregon. In 1971, he started his own business as a manufacturer's representative for companies such as JB Weld, CRC, and Frank R. Hartmann Grease Fitting Company. Then while on a trip to Germany, he decided he wanted to import wheels for Mercedes, BMW, and Porsche under Hartmann Wheels and FRH International. He also designed wheels of his own. He was in this business until he retired in 2000.

Frank loved to cook in his own cookhouse at home and hosted many parties with his famous German cooking at their home in Banks. Frank and his wife enjoyed traveling to Germany for many years. In 2002, they built their own home in Illerbeuren, Germany. While spending time in Germany, Frank loved to cook hamburgers for the neighborhood children. They had many friends and family in Germany. In 2006, they sold their house in Germany and only visited for short trips.

He is survived by his wife of 35 years, Barbara J. Hartmann, of the family home in Banks, Oregon; three sons, Frank R. Hartmann III and his wife Barbara Sue; Michael V. Hartmann and his wife, Susan, all of Banks, Oregon; and Robert J. Hartmann of La Pine, Oregon; a daughter Barbara (Jeannie) Ann Hartmann of Banks, Oregon; two step-daughters, Barbara Colleen Keenhe and her husband, Chuck, of Las Vegas, Nevada; and Deborah Jean Billiu and her husband, Jim, of Hillsboro, Oregon; three brothers, Rudy and wife Ruthie of Scranton, Pennsylvania; Vincent and wife Jerri of Seal, Alabama; and Richard and wife Lori of Melbourne Beach, Florida; 13 grandchildren and 13 great grandchildren. He is also survived by numerous nieces and nephews.
